This concept draft bill proposes to require employers to create a parental leave policy to provide certain full-time employees who become parents through child birth or adoption with additional flexibility and time to be with their new children, adjust to new family situations and balance professional obligations. Employees who are eligible under the federal Family and Medical Leave Act would be entitled to paid parental leave, with certain exceptions and restrictions.
