(Citizens’ Initiated Bill) No action in the Legislature; will appear on the November 2018 ballot

If passed by the voters, this proposal would establish the Universal Home Care Program to provide in-home and community support services for all people with disabilities living in Maine who require assistance and people 65 years of age or older who are living in Maine and who require assistance, without regard to income. It will be funded by a new tax of 3.8% on income and wages over $128,400, generating over $300 million to go to a quasi-governmental agency with no public oversight. There was no public hearing on the bill so the question will appear on the November 2018 ballot without any non-partisan or legislative analysis.
